Rarity increases the stats on the item, but you shouldn't worry too much about it. Gear is STATIC! If you find one Nature Loop, it will be exactly the same as another Nature Loop, aside from rarity. If you are under-levelled, go to the Arena and fight. Enemies will always have a turn between your character. No matter how fast your characters are, they can only take one action per "turn". Unfortunately, Mythic items crafted in NG+ do not come with the random enchantment as found Mythics sometimes do. In the standard game, you can craft up to Epic, in NG+, you can craft up to Mythic. But if you do want to craft, you can make higher tier items by investing more components. Don't bother with it aside from an occasional Healing Potion (maybe), Revive Potion, and Cleanse Potion. Also, the XP you gain from a fight is based on level differences as well. If you can't beat a boss, come back after gaining 1 level. The damage you do and the damage you receive are all based on level differences between you and the enemy. The game is HEAVILY level-based in it's calculations.
